Joseph Leader to Head Dept. of Subways


Veteran Transit manager Joseph Leader has been named Acting Senior Vice President, Department of Subways, filling the position most recently held by Carmen Bianco who is currently serving as Acting President of NYC Transit.     


An Electrical Engineer with 27 years of experience within NYC Transit, including ten as a senior manager within the Department of Subways, Leader’s tenure also includes approximately five years as Superintendent of Track Safety and as Director of Investigations in the Office of System Safety.  He also served as a Line General Manager and successfully led the effort to implement FASTRACK, an innovative and cost effective program that has increased maintenance activity and enhanced employee safety.


“The subway system faces enormous challenges in order to continue to meet the primary objective of providing safe and reliable service to 5.4 million customers each day,” said Leader.  “This must be done even while we continue to invest in critical system maintenance and conduct a massive rebuilding effort in the wake of Superstorm Sandy.”


“Joe brings a strong track record of operational success, strategic planning and an unwavering commitment to employee safety to the effort of leading the Department of Subways through these very challenging upcoming months,” said Bianco, who picked Leader for the position and to whom Leader will directly report. 


In his most recent position, Leader served as Subways’ Vice President and Chief Maintenance Officer, overseeing six critical areas: Track, Infrastructure, Elevator & Escalator, Electrical, Engineering and Electronics Maintenance.  Leader took a front line, hands-on approach during both Superstorm Sandy and Hurricane Irene the previous year.  During Sandy, he monitored the rising water in Lower Manhattan, remaining on scene while it was safe to do so before finally evacuating with maintenance personnel.


“I am taking the lead of what I consider to be the greatest subway system in the world during one of the most challenging periods in its history,” said Leader.  “Having witnessed up close, the damage caused by Sandy, I am well aware of the work that remains.  However, it makes things just a little easier knowing that I am supported by the finest group of transit professionals anywhere.”


In the event the Senior Vice President’s position requires a permanent appointment, the position will be advertised and interviews will be conducted.
